The Reagan Administration had reservations about some part of the Treaty, such as the requirement that countries mining minerals from the sea bed must share their profits with the international community.  But since then the US government has pledged to abide by the navigational rules of the Treaty.  In contrast, China is a signatory to the Treaty but violates or ignores important parts of it.
