A. The companion resolution passed by the Board states “over several years a portion of the voter established maximum mill levy will be used to provide the tax revenue to support the spending priorities of the Board of Education.” This tax revenue will result from increased property values from commercial development over the next several years. If the override is not passed the tax revenue will automatically deposit to a restricted account specifically to call bonds in 2012 and subsequent years. Q. Why does the ballot language say “Shall taxes be increased by ….” A. TABOR requires that all mill levy override ballot issues begin with that sentence, regardless of whether it is a tax increase or asking to move money from one area to another.
