The working units are “settings”, so they are only saved when you enter a “save settings” command. From the main menu, choose File > Save Settings. If you prefer, settings can be saved automatically whenever you close a DGN file. To do this, choose Workspace > Preferences > Operation >Save Settings on Exit.
