Why doesnt AstroDatabank subtract 1 from the time zone number for daylight savings time?

We do this because the folks at ACS Atlas (the worlds experts in time changes) strongly recommend that we use the standard offset from Greenwich Mean Time as the zone number and use the Time Type field (daylight, wartime, double wartime, etc.) to adjust the time ahead or back. This may cause some confusion because some people are accustomed to seeing the time zone number change as the time type changes. Thus time zone 5 with a time type of “Daylight” in AstroDatabank is the same as zone number 4 in your charting package. However, when you export data to (or import from) your charting program, we make all the necessary adjustments so you always get the right chart.
