Solution Other vendors specify thermal resistance (theta J) based on package type to cover different devices using the same package. Because of different die sizes, etc, they had to use three values (min, typical, max) to cover everything. Altera specifies maximum thermal resistance for each device-package combination, thus no other values need to be specified.
