Why doesn’t Ad Dwar receive much money from the provincial government?
“A lot of the budget comes from the province. Money doesn’t come down to Ad Dwar because Ad Dwar doesn’t have a true representative, neither does Bayji or Samarra because a lot of Sunnis didn’t vote. Kurds and Shia are people who voted. Most Sunnis don’t have a real representative.
