Supply and demand. The CIA has hundreds of times more applicants than they could ever hire. There is unequaled prestige in working for the Central Intelligence Agency and people want it on their CVs and resumes. The CIA could offer no salary and they would still attract some qualified applicants. The USPS, on the other hand, does not have that kind of prestige associated with it. Don’t get me wrong, the U.S. postal network is amazing. It’s just that there are not quite as many people interested.
