Why does the trade creditors payments history data specification say that the extract period could be 1 April 2008 to date of extract as a minimum?

It is only acceptable to provide data for the period 1 April 2008 to the date of extract if you have changed systems and it is not possible to provide data for the specified period i.e. 1 April 2005. We require at least six months worth of data to undertake effective matching.
