This is a feature of Nokia model phones which helps users in various ways. For example if a user has forgotten has forgot his/her security code, Doing a master reset would restore the phone with default factory settings. so does the security code also restores to default. This would avoid the user with unwanted hassles.

A master reset code for most of the basic model Nokia phones from www.unlocking4free.com for free. This site also provides network unlock code for most of the basic model phones.

This is a feature. First time when you activate the security keyguard, you are asked to choose a code. This code will then be active. However, after restoring factory settings, the security code is set undefined. To set the code again, select Menu > Settings > Security > Access codes > Create security code.
