One reason is that the solar wind is weaker out in Saturn’s neighborhood. At about 10 AU’s that puts its strength at only 1% than for Earth. The solar wind will tend to strip a planet (or moon) of its atmosphere over time. How it aquired it originally I don’t know. Jupiter has moons of comparable size but none with thick atmospheres. Titan is the only large moon of Saturn, maybe there was something unique about Saturn’s formation. The Earth’s atmosphere is by no means the thickest it can get, in any case. Venus is similarly sized and it’s atmophere is 90 times the Earth’s.
