Why does the Regional Certifying Body only certify nominations in the ASCO 1-4000 series in metropolitan Adelaide but certifies nominations in the ASCO 1-7000 in non-metropolitan Adelaide?

The Regional Certifying Body (RCB) acknowledges the fact that there is a smaller labour pool in non-metropolitan areas of South Australia, and therefore employers in these regions can nominate occupations in the ASCO range 1-7000. Under policy, the RCB does not certify nominations in the ASCO series 5, 6 and 7 for metropolitan Adelaide.
