Why does the plan convey so many ideas about regulating or controlling development, dont we have enough regulation?
Its true, the plan has a lot of ideas about how new development could be sized, shaped or otherwise controlled, but the point is to indicate how goals and be achieved, whether for maintaining quiet single family areas, safe pedestrian access to commercial areas, providing a stronger basis for continued small businesses. It may be that such goals can be achieved with less regulation, and thats fine. The plan can be thought of as an envelope in which many ideas are collected and that as the legal basis for regulation, it can be used to defend a wide range of regulations. As for the rules we have today, it isnt a question of whether there is too much; its whether its the right regulation for the problems of today.
