Why does the Pennsylvania Unified Certification Program (PA UCP) exist?
In March 1999, new Disadvantaged Business Enterprise (49 Code of Federal Register (CFR), Parts 26 and 23 (Airport Concessions) ) regulations were issued by the U.S. Department of Transportation (US DOT) that revamped the US DOT’s Disadvantaged Business program and imposed requirements on all state recipients of funds from U.S. DOT’s Federal Aviation Administration (FAA), Federal Highway Administration (FHWA) and Federal Transit Administration (FTA) to band together to develop and implement a Unified Certification Program. (UCP) PA UCP Taskforce members have met over the past two years to develop and implement the UCP. Formal approval of the PA UCP program was received from the US DOT on January 20, 2004.
