Why does the OKO product fail to block a valve stem perceiving the valve stem to be a hole when the tyre is deflated?

When a tyre is deflated for any reason (by an individual), it is virtually guaranteed that the vehicle is standing still. When the tyre is motionless the OKO remains coating the inside tread area of the tyre. It does not travel towards the valve stem.
