• The preamble is not part of the draft negotiating text, but is intended to set out the fundamental principles of the FTAA, including proposed commitments in any areas a country may identify as priorities. Canada is the only country who has so far submitted a proposal concerning the draft preamble. Our proposal is publicly available on the website. The preamble will be discussed by the new Technical Committee on Institutional Issues, which was created at the Buenos Aires Ministerial meeting.
