In general, it was noted that the likelihood of subsequent success decreased with an increasing number of amendments. To ensure that the largest number of high-quality and meritorious applications receive funding earlier and to improve system efficiency, NIH has decreased the number of allowed grant application resubmissions (amendments) to two (NOT-OD-09-003 and NOT-OD-09-016). This policy applies to all NIH extramural funding mechanisms that allow resubmissions whether reviewed in CSR or another NIH Institute/Center. Because of the pace of scientific discovery, NIH has chosen to limit the time for the resubmission.
