A. Because the immigration office is unable to verify documents from other countries the Apostil/or certification steps of the visa process are required. The certification and apostil steps simply verify that the documents are genuine and that the teacher does indeed have the qualification which they profess. The process is very new and we expect adjustments will be made to make the process clearer in the future.
