Why does the input panel sometimes disappear on Pocket PC?

There is a bug in Version 5.3 where the input panel is not always made visible after switching from the Today page (or any application which does not show the input panel). A workaround is to switch first to a task which does show the input panel, which in practice means almost any application other than Today, e.g. Calendar.
