Under the EMS program, participating agencies are required to report environmental performance data in their annual reports, beginning in 2004. Given the 2003-04 reporting period was the first time agencies collected much of this data, there are some inconsistencies in the way it has been collected and analysed across the agencies, making comparisons between agencies premature at this point. The EMS program is also still in the implementation phase, and given the differences between the core business activities of the agencies involved, they are at varying stages of developing and putting their EMS into practice. It was thought that any comparisons between agency performance would not be sensible whilst agencies are still bedding their EMS into their operations. It is anticipated that in future audits agencies will be referred to in the analysis.
