A ID attribute values indicate nothing whatever about the sequence in the document instance of the object to which they are attached. The value of the num attribute, on the other hand, does tell you something about the intended sequence of the object at the time of rendering. For example, the paragraph with num=2 should come before the paragraph with num=3. The table with num=35 would be somewhere ahead of the table with num=36, but not necessarily immediately ahead of it, since there may be intervening paragraphs or other objects. That paragraph or other IDs appear to be sequential is an artifact of the technique used to generate them and must not be relied upon for object sequencing. The only reliable feature of ID values is that they are unique in the document instance.
