Why does the Deskbar for Windows disappear if I uninstall and then reinstall without rebooting?

Once the Deskbar for Windows is uninstalled the machine must be rebooted for the uninstall to complete. So if you uninstall and then reinstalled before rebooting Windows still thinks the Deskbar needs to be unregistered from the system and it does so at the next reboot.
