Their approval rating is low because they’re failing on their promises… and they’re failing on their promises because either their legislation doesn’t pass (they can’t get enough moderate Republicans to break with the party line, and/or they lose moderate Democrats), or their legislation gets vetoed. Some of the legislation gets caught up because there isn’t sufficient majority to end debate. Personally, I prefer a deadlocked Congress – that way, only the moderate, everyone-can-agree legislation gets through. I think they’re also losing approval for repeatedly holding and then failing to make symbolic votes on the Iraq War. This angers both the anti-war left (“Why can’t a Democratic congress stop the Republicans?”) and the pro-war right (“Why does the Democratic congress hate the troops?”).
