Why does the council cut down grass areas with daffodils growing on them?

There are over 30 landscaped areas with daffodils on them. The council cut some of these areas in spring due to issues such as line of sight and consistent public complaints. The other areas we cut 6 weeks after they have flowered allowing the daffodils to grow flowers again next year.
