After fielding a number of lot drainage complaints from the public, City Council asked Wastewater to review opportunities that would require contractors to construct as per approved grades to minimize flooding on private property. Wastewater and other City business units, in consultation with the Calgary Region Home Builders Association (CRHBA) and the Urban Development Institute (UDI), determined that existing bylaws were inadequate. Together, residential, commercial and industrial builders worked with The City to develop a mechanism that would show finished lot grades were constructed in accordance with the approved plot plan. The new bylaw is the result of this cooperative effort.
