We would like to encourage people with an idea for a new newsgroup to get feedback on the proposal without having to fill in all of the information necessary for the final RFD/Last Call for Comments. Discussion of incomplete RFDs may help weed out weak proposals quickly. Such discussion may help proponents to better understand the work they need to do to make a formal presentation and may elicit volunteers who will help flesh out the remainder of the proposal.
