Bamboo is not an aquatic plant, so it should NOT be fully submerged. When kept from exposure to air, it will rot, which is what you’re seeing. Simply allow it access to the surface. If it isn’t tall enough, you can float it or put it in a breeder box or shallow vase until it has grown sufficiently.
