Why does the ATM world need a Cooperative Network Design (CND)?

To nurture close cooperation amongst the European ATM players in implementing improvements The word “cooperative”, in ‘Cooperative Network Design’ refers in part to the joint work carried out by EUROCONTROL and the European Commission (EC) to help the European ATM Community implement the improvements required. In that context, EUROCONTROL is responsible for technical aspects and the European Commission for political and legislative issues. Co-operation, however, goes further than this. The Directorate strives to involve its stakeholders in all aspects of its work, providing transparency as regards its developments, budget, organisation, performance, etc., seeking or facilitating partnerships to ensure timely and efficient delivery. Recognising the global nature of the business, co-operation extends beyond the frontiers of its organisation, also establishing close working relations with many of the worlds regions and in particular, the USA. 2.
