Why does scanning with wsusscn2.cab or viewing a report initially appear slow?

When scanning and viewing reports, MBSA will read data from wsusscn2.cab. This file contains a cab file and a large number of other files that may cause certain antivirus products to consume higher than usual processor and memory capacity when an application accesses wsusscn2.cab. These issues have been documented in the Microsoft Knowledge Base article 900638. By default, MBSA 2.0 will attempt to scan computers using Microsoft Update and the optionally assigned Update Services server, and only uses the wsusscn2.cab file when offline scanning is necessary.
