Be sure that Hide Inactive Icons is not active. 1) Right Click on the Task Bar and select Properties. 2) On the Taskbar and Start Menu Properties window under the Taskbar tab, Notification Area checks to see if Hide inactive icons is selected. 3) Unselect and click “Apply.
