Why does rfwscan show the same service release level for “Active” and “Accepted” for a POWER5 server after running the rfwflash command?

This can occur when the microcode on a POWER5 system is flashed to a lower level than it was previously running. Normally, when rfwflash is used to install a newer microcode level, it will write the new code to the temporary side of the flash only, and leave the permanent side untouched. However, when flashing a lower microcode level, the lower level will be written to both the temporary and permanent sides of the flash.
