Why Does Pima County Want to Adopt a Transfer of Development Rights (TDR) Program?
A TDR program provides another method for the County to conserve sensitive lands that have been identified for preservation without having to buy the land and taking the land off the tax rolls, while at the same time allowing the property owner to continue to receive economic benefit from the land. In addition, a TDR program can help encourage more urban development into areas where it is more appropriate. It can also discourage wildcat or unregulated development in some areas of the County. Are There Other TDR Programs in Arizona or the U.S.? There are no other TDR programs in Arizona; the State legislature just recently authorized counties to implement a TDR program. However, such programs have been in existence throughout the United States for the last thirty or so years and have conserved thousands of acres of land.
