Why does Palau appear in some lists of states?
Palau is an independent country these days but it was formerly one of the United Nations Trust Properties in the Pacific that were administered by the USA after WWII. The Postal service treats it like a U.S. territory (like Puerto Rico) for purposes of setting postage rates. It’s on the USPS list of states/possessions with code “PW”.
