As to the current situation, every year there is a budget and that budget controls what efforts are made by government agents. The budget for immigration control is miniscule, for several reasons. One, any talk of increasing the budget also means increasing taxes and the same people that want more done do not want to pay for it. Second, we are currently spending 10 billion per month in Iraq. That money is not available for other purposes.
