To format a computer means to format the hard drive of the Computer. Primarily Hard Disks were formatted so as to build concentric circles, by forming tracks and sectors, on the platters of the hard drive in order for it to be able to store data on it. This was done because Hard Disk were shipped with a Low Level Format which was referred as RAW. On this format, Data cannot be read from or written. It obliterately needed formatting. Even nowadays, new Hard Disks are still shipped with this Low Level Format. This is done at the Shop itself before installing any operating system and delivering it to the customers. But, we can even format a Hard Disk which is already formatted, this will just wipe off all information on the Hard Drive. We often format the Hard Drive in the case of a system crash and all other means to repair the system has failed.
