I don’t think you understand NSPE’s position. They do not support granting a legal competency, as there is no need. They do indeed support “the establishment of recognized levels of competence for technicians and technologists”, and “has sponsored the National Institute for Certification in Engineering Technologies with this interest in mind”. There is a distinct difference between eng tech and eng. A tech degree is not as rigorous as the eng degree. A tech degree and a technician/technologist is intended to place a person between the engiineer and the craftsman. In my opinion, most schools do not deal honestly with the difference, and sell the tech program to the student as equivalent to and an easy route to being an engineer. Nevertheless, many state allows a person with a tech degree and more years of experience (and even someone with no degree) to take and pass the PE licensing exam.
