Why does not Europe make a Marshall Plan for Africa nowadays?
I really think it boils down to economics and international relations now. At the end of WWII, the Marshall plan was necessary because the European economy was vital to the success and growth of the American economy. So it was in America’s own best interests to ensure that Europe’s economy regained its strength as quickly as possible, and to that end the Marshall plan was a great success. It was also the start of the Cold War. Helping European nations grow, by providing them the massive financial aid that the Soviet Union could not at the time was a useful diplomatic tool to ensure that the capitalist system in Europe was secure and to create allies in the coming global confrontation. Unfortunately, there are no circumstances like that in Africa right now. There is no security situation that makes it a necessity, and there are also no economic factors that make it necessary.
