Why does Nintendo put up with NDS emulators and roms?

I have heard the reason is because Nintendo makes more money out of it by ignoring the Rom sites. The reason being is that sales of the DS rocketed due to the fact that loads of people was and still are buying it to play these “free” roms on. These are all people that otherwise would NOT have bought an NDS. Then you must again consider the people downloading the Roms, most of these are people that otherwise would not have owned a DS or would not have bought all those games anyway. When you consider the 100’s of Roms people download. In all propability they would never buy 100s of DS games. Now you must consider the market the DS is aimed at. Mostly youngsters, kids that would have no idea what a Rom is never mind how to put it onto an M3 DS cartridge. So the fact is most of the DS’s users are not very high tech and there proabably not even aware of Roms. So its not really costing Nintendo much, although obviously they will claim it is!
