Check to see if there is a shut off valve for the hot water line to the tub faucets that is not in the fully open position. Now if it is a single lever tub with one knob that controls everything (hot is all the way on), there is a temperature adjustment you can make by removing the handle and the trim. There is a ring (usually white nylon plastic) you can turn to adjust the mix of hot and cold water. Normally this is set in the mid point, but if you turn it more to the left it gets hotter. It sounds like your installer did not adjust the water temperature for you.
