It is normal for your soaker hose to weep water at a high rate (up to 3 times the normal) during the first 2 to 3 weeks of operation. If your soaker hose seems to be clogged, you should conduct a pressure purge. Remove any flow or pressure control devices. Turn your faucet all the way on for 1 minute, then off for 1 minute. Repeat cycle 3 times. At the end of the third cycle remove end caps and flush out the system for about 3 minutes. Reinstall the caps, pressure regulator and the flow disc.
