Drivers or services may be loaded very early in the boot process — before the device’s security policy has been loaded. Because of this, only drivers signed with a privileged certificate (regardless of the device’s security policy) can be loaded during the boot process. You can modify drivers and services to start later in the boot process by creating shortcuts in the \Windows\StartUp folder or by going through the Mobile2Market privileged signing process.
