First off, we need more info – secondly did the dog go to puppy socialising classes – if not bad move, if it did, did it have a bad expereience i.e. other dogs attack it etc. Your dog sounds as though it doesn’t trust other dogs and needs to be socialised with no aggressive dogs on lead – start off walking it on lead with a owner of a non dominate dog and it will get use to it then gradually introduce it to other good natured dogs but never let it off lead until you are 100% sure that it will not attack. This all takes time and patience.
