Why does my 1993 Nissan Altima speedometer goes back and forth?

I have a 1993 Nissan Altima. When I start the vehicle, the speedometer starts slowly going up, even while I am still in park position. Even at drive, it still goes up slowly. After hitting 100-120 mph mark, it then slowly goes back down again, no matter if I am in park, reverse, or drive. But it does not slowly goes back to 0 mark. It went back to 40 mph mark, and goes back up again. Strange?! Any help is appreciated. A: First year production Altima. Many times the electronic spedometer starts to fail and will cost almost $250.
