Sounds like a Power steering related issue due to the fluid level being low. Have seen very few pump or pressure hose issues with your type of vehicle. I have done alot of rack and pinions on the older accords usually due to the end seal rupturing and leaking through the boots. Look under your car and take a look at the boots that are on each end of the rack and pinion and if there’s any sign of leakage your going to need a rack. First check the p.s. fluid under the hood and if its low Than your headed in the right direction. Good luck and hope this helps.
