Why does Millbrae employ the current number of persons to provide essential sanitation services?
• In the interest of personal safety, Millbrae maintains a minimum staffing level of two persons. • The collection system and treatment facility are very old (original primary plant built in 1950) • Antiquated piping, facility structures, and equipment require more maintenance than newer facilities. • Because much of the infrastructure is at or beyond its useful life, staff needs to invest extra time to assure collection system and treatment plant equipment and processes operate properly to meet NPDES permit discharge requirements. • Millbrae responsibly staffs the WPCP seven days per week to: • Perform process control to avoid the liabilities associated with permit violations (sb 709) and negligent performance of duties (Administrative Civil Liability or ACL) • Assure we meet discharge requirements at all times. • Millbrae’s NPDES permit and the California Water Code stipulate that State certified operating personnel must perform operational tasks. • We must provide personnel to respo
