My guess would be because Palmeiro didn’t officially test positive for steroids until after his meeting with congressional investigators – Marion Jones ended up testing positive before she met with Congress then subsequently lied to them about it. Check fraud probably doesn’t help her any either – I’m not sure that Jones went to jail for perjury OR steroid use, I think they got her on some sort of fraud instead.
