Article XII of the Interstate Compact on Juveniles (ICJ) provides that the governor of each state shall designate the compact administrator for the state. Since Texas joined the compact in 1965, the executive director of the Texas Youth Commission (TYC) has been appointed the compact administrator. On October 1, 2008, Cheryln K. Townsend became the Executive Director, and then was named Executive Commissioner on October 14, 2008. Ms. Townsend is acting compact administrator.
