Why does it take until Nov. 30, 2010 before the city will start issuing licenses as stated in Paragraph 6 in the Procedures?
The City cannot issue a MMB license until it determines the location of all existing legal MMBs and plots the location of those businesses, and the location of all new applications to determine whether any of the applications cause an oversaturation in any area in violation of B.R.C. 6-14-7(e). While staff hopes that the licenses can be processed faster, it may not know the location of legally existing MMBs that will seek new licenses until after the October 31, 2010 deadline for qualifying existing MMBs.
