Why does Hanzawa’s still have Interim zoning?

Our property “missed out” on the County’s large Interim zoning project in the late 1990’s which granted wholesale zoning to dozens of similar commercial properties without any conditions. The sole reason is because that project was limited to the State Urban district, and the Hanzawa property is in the State Agricultural District. While the primary purpose of that project was to eliminate Interim zoning, a strong secondary purpose was to preserve Maui’s small, “mom and pop” businesses by giving the proper zoning. The same goes for the Rural. The County re-zoned hundreds of acres of Rural when adopting an ordinance, but we were left out because of the State Agricultural District.
