Why does Hamlet kill Polonius through the arras even though he passed claudius praying ?

In this scene we see Hamlets first impulsive action, the killing of Polonius, as in previous acts Hamlet is hesitant and contemplates his inaction/actions. But why after seeing Claudius moments before, does he still kill Polonius and then his reaction has no remorse but yet blames it on Polonius himself as a punishment for his sins and for eavesdropping on Hamlets conversation with his mother.
