Usually because they haven’t got a lower, more detailed image of your area yet. They, Google, haven’t processed all areas into detailed photography yet,at low levels, either due to the area being out in the sticks, or not a major city like London. More detailed imagery comes with time, my area is blurred at lowest level, but the larger neighbouring town is quite clear. It would come down to them deciding which areas are of more interest and spending the processing power on those areas before the lesser interesting ones. I know that your area is interesting to you and your cohabitants, but if its a town or village with less that 15,000 people, it would take less precedent than, for example, Florida with such a larger person base.

It takes time for the program to adjust the picture to suit the height you are looking at .If you are zooming in .the amount of information per square inch multiplies the lower you are .Although your computer shows you at a height of say 200 feet it takes a short while for the program to catch up and display the correct detail for any given height .Of course the more powerful the computer you are using the shorter the time lag while the picture comes into focus.
